Civil Technology, Inc. (CTI) was founded in 1989 by Carl Bourgeois and Sheila King in Denver’s historic Five Points neighborhood. For more than three decades, CTI has supported transformative infrastructure projects across Colorado while remaining deeply connected to the community that shaped its beginnings.

Over the years, CTI has expanded its expertise across aviation, transportation, municipal, and civic infrastructure—delivering program, project, and construction management services for complex public projects.

Today, under the leadership of CEO Rico Nelson, CTI is building the next generation of infrastructure delivery through Project Management as a Service (PMaaS)—combining experienced professionals, modern technology, and data-driven tools to help clients deliver projects more efficiently and effectively.
