Associate CM/GC – Civil Infrastructure Program Management
Civil Technology Inc. (CTI) serves as the Associate CM/GC to Mortenson Construction for the Stapleton Redevelopment Program and has supported this transformative project for over 24 years. At the outset of this $3.4 billion initiative, it represented the largest urban infill redevelopment project in the United States. The program transformed the decommissioned 4,700-acre Stapleton Airport into a vibrant mixed-use community featuring residential neighborhoods, retail, office, industrial, and warehouse distribution development.

Stapleton is widely recognized as one of the most successful urban infill redevelopment projects in the country. The program has received numerous national and international awards from organizations including the Environmental Protection Agency (EPA), the U.S. Department of Housing and Urban Development (HUD), the Urban Land Institute (ULI), and the United Nations Council on Sustainable Development. The project also received the prestigious Stockholm Partnerships for Sustainable Cities Award presented by the King of Sweden, recognizing its leadership in sustainable development, community-building, and environmental stewardship.
CTI’s scope of work has included management of the design and construction of the civil infrastructure necessary to support the long-term buildout of the Stapleton—now Central Park—community. This work encompassed roadway networks, drainage systems, utilities, trails, parks, wetlands, landscaping, hardscape elements, and other supporting infrastructure required to enable residential, commercial, and large-scale retail development.
During the construction phase, CTI provided comprehensive project and construction management services, including contractor oversight, quality assurance, roadway acceptance coordination, warranty management, and safety oversight. Our team played a critical role in ensuring that infrastructure was delivered efficiently and in compliance with City standards while supporting ongoing development across the site.
Funding for this large-scale public-private partnership (P3) project combined federal, state, local, and private investment. The stakeholder environment included numerous agencies and organizations such as the EPA, HUD, City and County of Denver, Stapleton Development Corporation, Stapleton Citizens Advisory Board, Stapleton Foundation, Westerly Creek and Park Creek Metropolitan Districts, Denver Public Schools, Denver Water, and the Denver Urban Renewal Authority (DURA).
CTI’s long-term involvement in a project of this magnitude—spanning decades and requiring coordination among multiple agencies, funding sources, and development phases—demonstrates our ability to successfully manage complex infrastructure programs and positions our team to deliver similar high-impact projects in the future.
DENVER ART MUSEUM EXPANSION

CTI provided pre-construction services for the expansion of the Denver Art Museum—an architectural icon in the city’s cultural corridor. Our role included constructability reviews, site logistics planning, phasing strategies, and cost estimating to ensure seamless integration of new construction with the existing, high-profile facility.

CTI served dual roles in this award-winning multi-modal transit hub: as Associate Developer (with Continuum/East-West) and as part of Kiewit’s construction team. We provided project controls, master scheduling, QA/QC, and construction inspection. Our support spanned the new Train Hall, Regional Bus Facility, Light Rail Platforms, and public plazas—helping integrate the revitalized historic station into a cutting-edge transportation ecosystem.
WELLINGTON E. WEBB MUNICIPAL OFFICE BUILDING

As OCIP Program Manager, CTI administered the Owner-Controlled Insurance Program for this 698,000 SF City and County of Denver building housing over 40 agencies. We managed contractor orientation, OSHA training, site-specific safety reviews, injury reporting, and compliance monitoring—ensuring a secure, cost-effective job site throughout construction.
DENVER JUSTICE CENTER

CTI was a key member of the program management team for this $378M judicial campus. We delivered pre-construction services, program management, QA/QC, and safety oversight for the five-part project, which included a courthouse, detention center, parking garage, post office, and jail renovation. Our early intervention resolved a major design challenge and kept the project on time and on budget.
